Getting Started
I. Workstation Configuration
  • The user workstation must be configured as follows:
    • Windows Operating System - XP, 2000
    • Java Runtime Environment (JRE) 1.4.2.11 (downloadable from www.java.sun.com/products/archive/ as J2RE1.4)
    • At least Pentium 4 processor
    • At least 512K RAM
    • Mouse
II. URL
  • The E-Konek VASP can be accessed through the site URL or through the E-Konek website, using any WEB browser, like Internet Explorer or Mozilla Firefox.
  • The URL is at http://203.131.74.234:8080/twmpsad.
  • The E-Konek Pilipinas website is at URL www.ekonek.com. Please click on the button that says e-Customs.

  • Webb Fontaine is the creator of the VASP application. The VASP application is a subset of the Trade World Manager (TWM), an application for e-governance solutions.
  • To log in to the application, click on ENTER.
III. Logging In
  • The program TWM.jnlp shall be downloaded to the workstation. If the Download screen pops up, please close the DOWNLOAD window. For some workstations with workstation security features in place, please see Annex 1 for other pop-up screens that may appear before the TWM.jnlp is downloaded.
  • The SOClass log in screen appears.

  • Please enter your user login and password.
  • The SSL/DSA 1024-bits indicator tells you that communication with the server is secured using Secure Socket Layer technology.
  • If you are a first time user, TWM shall download a client module into the workstation. This client module is between 7MB to 12MB in size. The length of time it takes to download this module is dependent on your Internet connection type, bandwidth and the power of your workstation. This download is only done ONCE in a workstation. In your subsequent log-ins, the system only checks if there are updates in the server that need to be updated in your client module. No data is downloaded to your workstations. Only Java components of the TWM module are stored in the workstation.
  • On your second log-in, TWM gives you an option to prepare a shortcut in your Desktop and/or in your Start Menu. Having a shortcut in your desktop and Start menu means you do not have to start the application through the WEB browser. You can just click on the shortcut, and the link to the URL is immediately executed. This is the recommended procedure.
IV. TMW Desktop (Main page)
  • TWM Desktop (Main Page) displays the icons that you will need to work on your e-Customs document.

    FINDER

  • Document Finder Button. Shortcut is F3. There are only two e-documents available to the VASP user – the Single Administrative Document and the MyProfile.
  • These documents will be explained in the Document Library section.
  • The Finder button is a very useful tool in TWM and shall be explained in depth below.

    On-Line HELP

  • The On-Line HELP button makes available a user manual that you can consult on-line while working on the e-documents.

    Document Library

  • The Document Library contains all the e-documents that are available to the user, depending on the user profile. This is the button to click on to start working on your submission.

    Mailbox

  • TWM provides for internal e-mail between the users and administrators of the system. E-mail is used by the system to notify a user of change of status and error responses. Even if you are not currently logged in, your messages will be stored in your mailbox. As soon as you log in, you will be prompted about unread mail in your mailbox. You can also create e-mail for other users on other topics, although for optimized system performance, this is not recommended.

    Exit

  • Click on this button to exit the application. What is on the TWM desktop will be remembered by the system. Next time you login, your desktop will appear the same way as you exited.
  • The two most important utility icons, FINDER and MAILBOX will be discussed in depth below:

  • FINDER
    • The Finder tool (F3) is used everywhere in TWM. You use it to browse entries from the reference table attached to the field you are currently working on. Click on the Finder tool in the TWM Desktop. The top line is context driven. Here it shows that you are looking for a document. In other uses of the Finder, the top line will indicate what data you are looking for.
    • As an example, let us find a SAD that has been previously submitted to the Bureau of Customs.
    • Move the highlighter on the SAD line, and press the right-arrow key at the bottom of the window. The tool tip names this button FORWARD.

    • On this screen, you should put the data that you know about the SAD you are looking for to optimize the search. It is not necessary to fill in all criteria and values. However, the more criteria you are able to specify for the search, the faster and more direct will be the search. If your criteria is too general, like ‘all’, many SADs will be retrieved. This may cause network congestion and will take a long time to complete.

    • As an example, you wish to look for SAD cleared at the Port of Manila (P02A) with declarant reference 19490201. Click on criteria and select one of the conditions in the dropdown box. For our search, we select equals and under value #1 column, we enter P02A.
    • Next click on criteria for the Dec. reference line. Select starts with, and under value #1, enter 1949.
    • The Finder screen will look like this.

    • Click the icon . The resulting screen will look like this:

    • Two SAD records were found with clearance office of P02A and with declarant reference number starting with 1949. The local menu is enabled by highlighting the record you wish to work on and pressing the RIGHT mouse button.

    • For the SAD Finder, there are only two options under the local menu: VIEW and DETAIL.
    • Click on VIEW. The SAD is retrieved and displayed. You can return to the Finder Page by simply closing the SAD window (Click X).
    • Click on DETAIL. The history of operation and status of the SAD is displayed.

    • Click on to return to the Finder results screen.
    • Once the Finder results screen appears, you can end the Finder operation by pressing or the button to return to the initial Finder screen.

     

  • MAILBOX :
    • The TWM Mailbox works like any mail client. You can create messages, send messages, prepare templates, receive messages in your inbox, and delete messages into a trash bin.
    • Messages and notifications in TWM are sent to pre-programmed addressees automatically by the system. Often, a copy of the SAD is attached to a mail for another user to see and view.
    • Click on the Mailbox icon to see the following screen.

    • There are three (3) panes. The left-side vertical pane shows the mail functions available to you. Upper right-hand pane shows the unread messages in your mailbox. The lower right hand pane is the body of the mail.
    • On the lower right-hand pane, there is a tab for Attachments (1). This means that there is one (1) attached file to the e-mail. Click on Attachments (1). The right-hand lower pane will be replaced with the following screen.

    • The first line is just a record of column names. Move the mouse over the second line and click on right mouse button. The local menu will appear with only one selection: View. Select View to see the SAD.
