E-Konek Pilipinas' First 8 Years
The seed of E-Konek germinated in 1998 when a small group of IT Professionals started development work on automating the export document lodgement and clearance process of the PEZA-registered semiconductor and electronics companies, at the Calabarzon.
E-Konek President Guillermo L. Parayno Jr. vividly recalls that several months after his term as Commissioner of the Bureau of Customs in 1998, he tapped some IT professionals who worked with him on the Automated Customs Operating System ( ACOS) and the Automated System for Customs Data ( ASYCUDA ) Project , to join him in the private sector and in the development and implementation of third party logistics systems. After successfully implementing freight forwarding and warehousing automated systems, Parayno's core group embarked on e-governance systems, the first of which was the AEDS (Automated Export Documentation System). The system, which was piloted at the Cypress Semiconductor and at Maxim Electronics plants, both at the Gateway Business Park in Trece Martires Cavite, was formally adopted as an official export system pursuant to Export Development Council Resolution Number 1 dated August 16, 2002 as approved by the NEDA Board during the Joint Cabinet- NEDA Board meeting on September 3, 2002.
To make AEDS fully operational and available to all its members, the Semiconductor and Electronic Industry of the Philippines, Inc. (SEIPI), like a doting parent, donated a computer server and initially defrayed the cost of the systems access for the remote electronic lodgment of export declarations.
Not long after AEDS' successful introduction at the Ninoy Aquino International Airport, the system was rolled out to Mactan International Airport and much later to the Diosdado Macapagal International Airport.
Other e-governance systems were subsequently developed and implemented by Ekonek among which were the Trade Automation and Facilitation System (TAFS) for the Subic Special Economic and Freeport Zone (SSEFZ), the Automated Import Permit (AIP) System for PEZA and the Automated Cargo Transfer System (ACTS) for the BOC-PEZA Transits.
To provide the IT Group with more resources to pursue e-Governance automation projects as well as logistics systems, E-Konek Pilipinas was incorporated on 27 November 2002.
After 5- years developing both e-Governance and commercial systems, it became compelling that E-Konek Pilipinas had to focus on e-governance and for the logistics engagement to be devolved to a separate organization. The decision proved well advised as E-Konek Pilipinas was able to assist better its affiliate company Webb Fontaine Pilipinas on its contractual obligation to develop and implement the TWM.Phil , which is now the main engine driving the e2m (Electronic to Mobile) Customs System.
Other major systems completed by E-Konek were the Project Abstract Secure Systems 5 ( PASS5), the Customs' electronic payment system and the Electronic Transit and Admission Permit System (ETAPS) for the Clark Special Economic and Freeport Zone (CSEFZ) both of which went into operation last year.
A happy outcome of all these is that E-Konek is now the market leader in the sunrise VASP industry. For 2010, the number of BOC , PEZA, SSEFZ and CSEFZ e-documents handled by E-Konek exceeded 1.6Million, having leaped by more than 30% over the same period last year.
For the past eight years, E-Konek basically concentrated on perfecting its products and allowing the superior features and benefits to "sell" themselves by word of mouth. E-Konek had the fortitude, patience and confidence to wait in the wings for the public todiscover we have the best VASP . We have never consciously built up the brand, but we have been continously building up the specialised products. This was how we became a market leader. With persistent, invigorated strokes, we vow not to just maintain that leadershipbut even go notches higher.
The success of E-Konek Pilipinas is partly attributed to the more than 100-years combined experience and confidence of its senior management and technical staff in e-governance systems development and implementation. However, it is the strict observance of and adherence to honored Core Values that more than anything else made E-Konek Pilipinas what it is now.
Parayno takes pride in saying that E-Konek Pilipinas firmly adheres to the tenets below and practice them in the company's day-to-day operations:
Grow by helping clientele reduce their cost of doing business and by making their services more competitively efficient particularly those relating to the cross border flow of goods
Advocate and then contribute in the development and implementation of reforms in the regulatory environment that will bring about real and significant benefits to the clientele and to the entire country
Fairly price products and services to let users derive more benefits from these systems
Hold sacred the confidentiality and security of clients' transactions.
Uphold the highest ethical standards in our day-to-day conduct of business.
There is only one way E-Konek does business, the right way.
E-Konek bravely looks to the future and see only the acceptance of electronic documents as the norm for acquiring and providing government services. E-Konek counts on its client base and partners as kindred spirits who shall provide the fuel and the testimony for this journey we started many years ago, much earlier than 2002. Ekonek wholeheartedly believes this journey's destination will be reached.
E-Konek Pilipinas is backed by a management team who headed the biggest computerization and modernization programs of the government, particularly of the main revenue-generating agencies.
Now in the private sector, they continue to lend their expertise, experience and skills in providing government agencies with ICT solutions using state-of-the-art technologies.
